HUD Permanent Foundation Requirements Your Mobile Home Must Meet
The PFGMH runs a few hundred pages, but for a typical single wide or double wide in Central Florida, the engineer is checking four big things.
1. The home must bear on a permanent support system. Piers under the steel frame need to sit on footings that transfer the load to the ground. Dry stacked blocks on bare dirt won’t cut it. The engineer wants to see poured footings, ABS pads rated for the load, or runners, with piers built and spaced correctly. 2. The home must be anchored against wind and flotation. In Florida that means tie downs and ground anchors that meet state wind zone requirements. Marion County sits in Wind Zone II, so spacing and strap condition matter. Rusted straps and loose anchor heads are the single most common failure we see. 3. The wheels, axles, and tongue must be removed. HUD’s logic is simple: a permanent home shouldn’t be ready to roll away. Plenty of older homes in Silver Springs and Citra still have axles bolted on under the belly. 4. The perimeter must be enclosed and the site drained. Skirting or a perimeter wall has to enclose the crawl space, with proper ventilation and access. Here’s how the inspection actually goes, so you know what the engineer or their field inspector will do at the property.
They’ll open the skirting access panel and get under the home with a flashlight and camera. Expect 45 minutes to an hour and a half underneath. They photograph pier construction, footing type, strap connections, anchor heads, the belly board, and any signs of movement or water.
They’ll check pier spacing against the home’s data plate and setup requirements, look for shimming that’s crushed or slipped, and tug on straps to test tension. They’ll note whether the frame is level, because a home that’s out of level usually means piers have settled, and settled piers mean the support system isn’t performing.
Then they’ll walk the perimeter, checking skirting condition, ventilation, grading, and whether the tongue and axles are gone. Inside, they may note doors that won’t latch or floors that slope, since those symptoms point back at the foundation.
